On 16 February 1976, at the Barcelona Convention for Protection against Pollution in the Mediterranean Sea, an association of Mediterranean states declared in the three-staged “Blue Plan” their intent and willingness to act to preserve the sea and its ecosystems from pollution and exploitation. It was perhaps the first noticeable indication of a transnational consciousness of Mediterranean environmental protection.
